April 2009

April is a perfect month for green lawns and spring flowers to bloom. I hope everyone enjoys Easter and spring break happening this month. This time of the year is a great time to beautify your property.

 An item that has been an issue talked about in recent editions of Echoes is the pet nuisance problems across the community. Property Owners, it is your responsibility to control your pet(s). This is not only for dogs; it is for cats as well. I receive just as many calls on cats as I do with dogs. Our security department has been instructed to take pets that are roaming the roadways to the pound. Our Covenant #47 covers this issue thoroughly. Please read this covenant below and help us with this problem.
 
 47.    Animal Control Regulation. 
          To protect the health, property and well being of Hide-A-Way residents, no animals, livestock, or poultry of any kind shall be kept on any Lot, except that traditional and customary household pets shall be allowed.
          a.      All household pets must have proof of applicable vaccination.
b.      Animals which interrupt the quiet of the neighborhood are prohibited.
c.     Animals which, due to their aggressive behavior or otherwise, cause reasonable concern for the safety of persons, pets, or property are prohibited.
d.      It shall be a violation of the covenants for any Lot Owner to allow a pet to run at large within the Subdivision. When exercising or walking pets, the owner must keep the animal restrained by a leash at all times.
e.     Any pet found running at large in violation of Section 47 (d) may be caught and detained by a person designated by the Club as the Animal Control Officer. Pets so impounded shall be dealt with in the manner specified in the Hide-A-Way Club, Animal Control Regulations.
f.       All Lot Owners maintaining pets in Hide-A-Way Lake shall comply with the Hide-A-Way Lake Club, Animal Control Regulations, which may be amended and revised from time to time by the Board.
 
Last month our Board of Directors approved the Architectural Committee’s changes to our building code to address manufactured/modular homes. The code now reads:
 
5.1 Restrictions on Dwellings and Outbuildings.
5   5.1.1 No residential structure shall be erected on any Lot other than one single family dwelling. Structure is to be “site-built” or a combination of custom designed components, which when assembled, create the appearance of an individually designed and site-built structure. The floor area of any single-family dwelling shall not be less than 1,500 square feet exclusive of garage, open carport, porches and basement. If a detached garage or an open carport is built, it shall not exceed six hundred sixty (660) square feet of enclosed area. Each residential structure may also have one (1) other outbuilding, not to exceed three hundred (300) square feet. The outbuilding and unattached garage or carport can be combined but can not exceed 960 square feet of floor area. For unitized Lots, larger garages and outbuildings may be approved by HAWL Board of Directors.
 
This revision is well written and I thank the architectural committee for addressing this as many property owners were concerned with what was being allowed within the community.
 
Our water system is purchasing a chlorine analyzer system that meets the United States Environmental Protection Agency (EPA) Ground Water Rule, which has to be in place by December 1st of this year. The Ground Water Rule is to reduce the risk of illness that could be caused by microbial contamination in ground water systems by analyzing all water that is pumped 24/7. We previously tested three times a week. We are purchasing two systems, one for well #2 and well #3, to be installed by Coast Chlorinator & Pump Company at a combined cost of $23,334.56. 
 
Bids went out this month on road restriping on some high traffic areas on East and West Lakeshore Drive and Hide-A-Way Lane. I will keep you informed as to when this project will be done. In addition, planning has been made for two miles of roadway resurfacing and the measurements have been taken; however, this project is not scheduled until next fiscal year.
 
We are taking bids on some new playground equipment for something new at both playgrounds for the little people in our community.
